H.R. Gray was retained by the City of Columbus Department of Public Utilities and the Department of Public Services to analyze the existing process the Departments use to bid, and award contracts associated with the City of Columbus’ Capital Improvements Program. H.R. Gray led a multidisciplinary team of City employees and members of the contracting and design community to review and discuss the existing processes, problems, and solutions to improve the existing practices.
We also reviewed best practices and the requirements of funding agencies in Ohio, including the Ohio Public Works Commission, the Ohio Department of Transportation, the Ohio Water Development Authority, the Federal Highway Administration, the Ohio Environmental Protection Agency, and the Mid-Ohio Regional Planning Commission. These best practices were incorporated in the City’s specifications.
